The study analyzes the challenges facing the implementation of autonomous energy microgrids in urban areas in Bulgaria. In principle, their potential for achieving energy independence and decarbonization has been established. However, their implementation is hindered by factors such as a certain institutional vacuum linked to the lack of an appropriate legal framework, outdated distribution infrastructure, and social barriers in the management of condominiums. A model for an "energy cluster" is proposed. The aim of the study is to facilitate the transition to a horizontal ecosystem. Within this framework, energy is managed as a shared resource. The desired outcome corresponds to achieving a high degree of sustainability and economic stability at the local level.
