The article examines environmental, sanitary and health requirements in the design, development and operation of radiation-hazardous facilities, as well as the protection of personnel, the population and the environment. It discusses the main sources of radiation hazard, the principles of justification, optimization and dose limitation, engineering barriers, zoning, radiation monitoring, individual dosimetric control, personal and collective protective equipment, decontamination and the role of emergency planning. Emphasis is placed on the preventive approach: safety must be embedded at the design stage and maintained during operation through technological discipline, continuous control, training and clear coordination between the licensee, the regulatory authorities and the forces of the Unified Rescue System. Practical recommendations are proposed to increase preparedness for radiation accidents and improve real-time data exchange.
